Development and implementation of an impact-oriented monitoring system for a rural electrification programme in the West Nile region of Uganda. Publication of the monitoring design (impact hypotheses, data collection with control groups) in 2012: Tracing the Impacts of Rural Electrification in West Nile, Uganda – A Framework and Toolbox for Monitoring and Evaluation. Baseline survey in 2013 and three monitoring surveys in 2015, 2017, and 2019. Quantitative data was collected from national institutions and by a field survey for which 55 local enumerators conduct 2,500 interviews with households, schools, businesses, and health centres using structured questionnaires and a double-difference approach. Complementary qualitative interviews and workshops. Since 2017 surveys are conducted by using tablets for the quantitative interviews. In cooperation with comit GmbH.
